ICT AND TELECOMMUNICATIONS POLICY SPECIALIST
Lyudmila Bujoreanu is an ICT and telecommunications policy specialist and expert in the market dynamics of the CIS countries and particularly in the economies of Central Asia. Lyudmila has worked in Uzbekistan, Kazakhstan and Kyrgyzstan for over six years, two of which are in the area of ICT policy making and e-government development.
Lyudmila served as a local Project Manager for the USTDA funded project in Uzbekistan for preparation of the feasibility study for the IT and Telecommunications Women Training Center at Tashkent University of Information Technologies. She has also actively participated in another USTDA funded initiative which called for development of the Feasibility Study of E-government implementation in Kyrgyz Republic where Lyudmila's primarily role was to serve as a liaison between the local and American team of the experts and coordinate project activities. She has also participated in planning and organization of the Study Tour to the United States for high level governmental officials from Kyrgyzstan which took place in the summer of 2003.
Lyudmila's selected work experience includes being one of the strategic leads for the UNDP's "Digital Development Initiative" (www.ddi.uz ) in Uzbekistan, a UN Development Program, where Lyudmila served as a Task Manager of the program's component on creation of the enabling environment for ICT development and deployment. In this capacity, she worked closely with Uzbek government officials involved into ICT policy making, representatives of international and NGOs and other stakeholders. She coordinated the research work of local UNDP consultants, in particular the work of the local team working on preparation of comprehensive E-readiness Assessment of Uzbekistan. As a Task Manager, Lyudmila initiated and organized a number of thematic Round Tables covering the issues of legal framework necessary for successful ICT development in the country.
Lyudmila also worked as a Chief Consultant of the World Bank's project "Uzbekistan Development Gateway" (www.uzbekgateway.uz ) following her employment at the World Bank's Headquarters in Washington DC in the project of "Global Development Gateway"( www.developmentgateway.org ). Her particular work included the development of the methodology for ICT development assessment in Uzbekistan and preparation of the first e-readiness study of Uzbekistan in 2000.
Ms. Bujoreanu is a former Coordinator of the Global Internet Policy Initiative (www.internetpolicy.net) in Kazakhstan. Her job involved analysis of the ICT related legislation, lobbying ICT favorable policies, reporting on the developments in the country, writing project proposals.
Lyudmila is fluent in English and Russian, has Masters in Public Affairs from Indiana University where she concentrated in Information Systems Management in Public Sector and Masters in Business Administration from Tashkent State University of World Economy and Diplomacy. Lyudmila is married and lives in Washington, DC with her husband and a 1 year old daughter.
