From the beginning, USTDA planned this program to involve U.S. industry. Carl Kress, TDA Regional Director described the program as "a significant step forward in supporting the modernization of Iraq's oil industry, bringing together the U.S. public and private sectors to deliver the best available training in the oil and gas sector - for the benefit of the Iraqi people in the rebuilding of this vital sector. We expect USTDA's investment in this project will be supplemented by substantial U.S. private sector and university resources, resulting in immediate and medium-term training and capacity-building benefits for the Ministry of Oil."

T/TI promotes and facilitates Public Private Partnerships (PPP) for implementing various development and training programs. In Iraq, we are developing strategic partnerships with telecom and IT companies to implement ICT Centers, and for this Iraqi oil and gas training program, we plan on industry partners contributing to and collaborating on courses and study tours.

T/TI invites oil and gas companies and oil service companies to support and participate in the implementation of this training program. We would like to have experts in exploration, production, refining and distribution participate in courses in Amman, as a co-instructor or field expert to provide insights, field experience, and case studies. Both upstream and downstream experts are needed. Petroleum management, business, finance, and legal experts are invited to participate in courses on project execution, procurement, finance, commercial law, and strategy in Amman. Industry leadership and sponsorship is invited for the four U.S. Study Tours on Upstream or Downstream technical subjects, or on management and business strategy. The Study Tours are being designed and planned now in collaboration with industry partners.

Participation in courses and study tours will introduce Iraqi technical and business leaders to the strengths, expertise, practices and specialization of U.S. oil and gas companies and engineering and service firms. Relationships with peers will begin in the classrooms and with two or three days of on-site work with U.S. managers and engineers. Introductions will be made to U.S. firms that operate globally and in partnership with national oil companies. Opportunities for partnering, collaboration, contracting, and joint ventures can emerge.
